Parking Area Designations
All parking areas on campus are designated for use by specific constituents. Color-coded parking lines and decal type indicate these designations:

Parking Designations by Decal Type

Commuter | Student spaces in parking lots designated as “Commuter” or “Open” lots (Thompson Hall, Dillard rear lot, gravel lot Westwood St. @ College St.) |

Southside | Student spaces are designated for one’s assigned University house, apartment, or townhouse; Southside vehicles are not allowed to park on the main campus during the academic year, Monday – Friday, 7 a.m. – 5 p.m. |
First Year | Limited spaces available. All first-year resident students will be required to park 24/7/365 in the Nest parking lot located at 606 Thomas Rd. The lot is accessible by scanning your University ID at the lift gate entrance. Pedestrian ID-accessible gates are located at each end of the lot for walk-in access. Surveillance cameras monitor this lot 24 hours a day. |
Parking Regulations
- Employee Spaces: These spaces are reserved from 7 a.m. to 5 p.m., Monday through Friday. Students (except first-year students) can park in these areas outside these hours and on weekends unless indicated otherwise. Citations are issued for parking in undesignated spaces.
- Parking Designations: The university can change or restrict parking designations and traffic patterns. Parking in areas reserved by cones/barrier tape or moving these will result in a citation.
- Parking Regulations: Lack of convenient parking does not excuse violations. Campus-wide speed limit: 15 MPH. Yield to pedestrians.
- Traffic Violations: Failure to stop as directed or reckless driving may result in citations and incident reports. Excessive citations can lead to loss of on-campus parking privileges. Illegally parked vehicles (fire lane, accessible space, obstructing traffic) are subject to towing at the owner’s expense.
- Towing: Vehicles towed after two or more citations. Towed vehicles are held at Bee Line Towing, Inc. (155 Airpark Dr., Lynchburg, VA 24502; 434.239.5386). The University is not responsible for damage from towing/storage.
- Accidents: Report vehicle accidents on campus or adjacent roadways immediately to Campus Safety and Security. An incident report will be filed; providing accurate information is required.
- Inoperable Vehicles: Report inoperable or disabled vehicles to Campus Safety and Security. Owners must repair or remove the vehicle within a reasonable time.

Fines
Fire Lane: $100 per offense
Handicapped Space: $100-500 per offense
Other Violations: $50 per offense
- Unregistered vehicle
- Parking in an employee space
- Parking in a student space
- Parking in a visitor space
- Parking in a 24-hour reserved space (green lines)
- Parking in a coned-off reserved space
- Parking in a loading zone
- Parking in an undesignated space
- Parking on the grass
- Blocking driveway/roadway
- Overtime parking
- Expired temporary tag
- Improperly displayed Lynchburg parking decal
- Reckless driving
- Speeding/exceeding the 15 MPH campus-wide speed limit
- Failure to stop at a stop sign
Traffic Citations & Payments
Issuance: Citations are sent to the registered vehicle owner’s University email.
Billing: Fines are automatically billed to employee and student accounts.
Payment:
- Cashier’s Office (4th floor, Hall Campus Center) during business hours.
- Mailed with the monthly bill.
Appeals:
- Submit online via the My Vehicles section of the University MyHive portal.
- Must be submitted within 72 hours of the citation.
- Late appeals are not considered.
- Appeal outcomes are reflected in the ticket section of My Vehicles. Adjustments are made to accounts if fines are reduced or dismissed.
Disability/Accessible Parking
Permanent Accessible Parking:
- Identified by permanent signs and pavement painting.
- Reserved for individuals with disability parking privileges from their local DMV or state agency.
- Requires a state-issued disability mirror tag or license plate.
Temporary Disability Parking:
- Employees: Request permission from the Director of Title IX Compliance.
- Students: Request permission from Accessibility and Disability Resources.
- Allowed in any employee or student space, but not in permanently accessible spaces.
